Burgess & Niple (B&N) was retained by the Florida Department of Transportation as a subconsultant to Kisinger Campo & Associates to perform an in-depth inspection of the Dames Point Bridge over the St. Johns River at Jacksonville, Florida. The main span is 1,300 feet between towers and the north and south end spans are 650 feet each for a total length of 2,600 feet. The bridge deck is 175 feet above the water and the pylons extend 300 feet above the roadway.
Inspection tasks included:
The inspection team developed specialized access equipment, techniques and safety procedures for the task of inspecting the cable stays. The equipment was designed to be light weight, easy to maneuver around the wind ties, and to not damage the paint on the cable stays. Techniques and equipment also were designed to operate in the high winds that are typical at the site. In addition to climbing techniques, two 120-foot manlifts were utilized.
Inspection forms and condition codes were developed to aid in the documentation of deficiencies and to ensure uniform reporting of findings. The report consisted of a PONTIS element report, condition narrative and photos of the items inspected, and sketches and tables.
