B&N Elects 14 New Associate Owners


B&N is pleased to announce the election of 14 Associate Owners. Please join us in congratulating the following individuals on this achievement.

STEVE BRONZELL, PE

Steve is the Florida Roadway Section Director located in B&N’s Tampa office. He has 14 years of experience specializing in innovative and efficient transportation operations and design. Steve also has extensive FDOT experience, including District One’s US 17 at Spirit Lake Rd., US 27 at Tower St., and I-75 at Fruitville Rd Diverging Diamond Interchange projects as well as District Five’s SR 40 and SR 44 complete streets projects. Steve was the Roadway Engineer of Record on the award-winning Ringling Trail project, B&N’s first design-build project with the City of Sarasota and Ajax Paving Industries of Florida, LLC. He earned a Bachelor of Science in Civil Engineering from Florida State University and a Master of Science from the University of South Florida.

RYAN CIRCELLO, PE

Ryan joined B&N in 2021 and is the Phoenix Utility & Civil Infrastructure Section Director. He has over 13 years of municipal engineering and construction administration expertise, including water/sewer main design, pipeline and manhole condition assessment, municipal transportation design, utility coordination, utility conflict mitigation, alternatives analysis, and asset management. He has managed projects for municipalities ranging in size from a few thousand dollars to $14 million in construction fees and excels at client communication, creative problem solving and proactive management. Ryan attended the University of Portland where he received a Bachelor of Science in Civil Engineering.

BERNARD D’SOUZA, PE

Bernard is the Director of the Dallas District and has over 26 years of municipal transportation and utilities engineering experience. Bernard’s thoroughfare design experience has focused on context-sensitive solutions, including the Cadiz Street from Riverfront Boulevard to South Lamar Street complete street project. Additionally, Bernard has designed more than 250,000 linear feet of water and wastewater pipeline projects ranging from six to sixty inches for cities throughout the Dallas-Fort Worth area. Bernard has a Bachelor of Engineering from Mangalore University, a Master of Engineering from the University of Texas at Arlington, and a Master of Science in Finance from the University of Texas at Dallas.

JEFF MARNICIO, PE

Jeff joined B&N in 2001 and currently serves as the Erie Water Section Director. Jeff specializes in the hydraulic modeling, expansion, and upgrades of utility infrastructure systems, including wastewater treatment plants, design of wastewater collection systems, wastewater and water pump station design, storm sewer studies and design, water distribution design, upgrade of water treatment plants and water distribution modeling. He is currently the interim engineer for Millcreek Township and has been the project manager for projects in Albion, Corry, Meadville and Union City, PA, and Dunkirk, NY. Jeff earned a Bachelor of Science in Civil Engineering from Youngstown State University, a Master of Science in Civil Engineering from Cleveland State University and is PACP-certified.

CHAD PENDLEY, PE

Chad joined B&N in 2022 as the Oklahoma Transportation Group Director. He has more than 28 years of leadership in transportation engineering, traffic operations management and business development in private and government sectors. Prior to joining B&N, Chad was State and Division Traffic Engineer with the Oklahoma Department of Transportation responsible for administration and policies regarding traffic engineering standards, specifications, design, sign and pavement markings, planning, data collection, analytics, and safety. Additionally, Chad has experience with budgeting, scheduling, bidding, construction administration, procurement, and contract negotiation. He attended the University of North Texas where he received a Bachelor of Science in Engineering Technology.

JOSH PENNOCK, PE, PTOE

Josh is the Mentor Roadway Section Director. He joined B&N in 2004 and his experience includes design and inspection of roadway reconstruction and rehabilitations, roadway widening and intersection upgrades including roundabouts, curb ramps and traffic signals. Josh is one of our go-to engineers for pavement designs, signing and pavement marking plans, maintenance-of-traffic plans, and traffic studies. Josh is ODOT-certified in the agency’s Traffic Academy for Traffic Signal Design, Maintenance of Traffic, Signing and Pavement Marking and Railroad Preempted Traffic Signals. Josh has a Bachelor of Science in Civil Engineering from the University of Toledo.

BRENDAN PRENDEVILLE, PE

Brendan joined B&N in 2003 and is a Senior Project Manager and Bridge Engineer in the Columbus office. Brendan has 20 years of expertise in the inspection and evaluations of bridges, dams, river locks and other structures. He has participated in more than 1,500 bridge inspections and has climbed on more than 150 bridges in 20 states. His inspection knowledge encompasses cable stays, trusses, arches, suspension, steel and prestressed concrete box girders, lift, and girder bridges. Brendan earned a Bachelor of Science in Civil Engineering from The Ohio State University.

MIKE STARKEY, PE

Mike is currently a Design Lead in the Akron Utilities Section, where he works on a variety of water and wastewater treatment projects. With 28 years of industry experience, he has been involved in planning, preliminary engineering, preparation of construction documents and engineering services during construction for drinking water distribution systems, water treatment plants, sewer systems, pump stations and wastewater treatment plants. One of Mike’s most recent projects is the award-winning Akron Water Reclamation Facility BioCEPT Improvements. He attended West Virginia University Institute of Technology where he earned a Bachelor of Science in Mechanical Engineering.

MICHELLE ROMAGE-CHAMBERS, PE

Michelle is the Texas Bridge Design Leader located in our Austin South office. She joined B&N in 2021 and has over 20 years of bridge and construction engineering experience with the Texas Department of Transportation (TxDOT). This includes project management of bridge and transportation projects, design and analysis of bridges and other structures, review of bridge plans and in-depth bridge inspections. Michelle is a graduate of the University of South Carolina where she earned a Bachelor of Science in Civil Engineering and the University of Texas at Austin where she earned a Master of Science in Civil Engineering.

DAVE WALKER, VAP CP, WV LRS

Dave joined Burgess & Niple in 2001 and currently is Director of the Assessment & Remediation Section. He manages Phase II Environmental Site Assessments with emphasis on brownfield assessments and redevelopment in several states under federal and/or state applicable regulations and Due Diligence Site Assessments within Ohio. He has worked with clients to obtain brownfield funding through state and federal programs and designed remedial plans and supervised various remedial activities to assure applicable state and/or federal regulations have been met. Dave attended The Ohio State University where he earned a Bachelor of Arts in Geology and is a Certified Professional under the Ohio Environmental Protection Agency Voluntary Action Program.

JANEY WALLS, PE

Janey is a Senior Traffic Engineer and Project Manager in the Orlando office. Her 15 years of experience includes transportation design and engineering, assisting on numerous traffic and roadway design projects throughout Florida. Her traffic operations and engineering experience includes providing signalization, signing, pavement markings, and lighting design for major, minor, and limited access facilities throughout Florida. Projects for which she has provided these services have spanned from resurfacing and safety enhancements to large reconstruction and interchange designs. Janey attended the University of Central Florida where she earned a Master of Science in Transportation Engineering.

JASON WARREN, PE

Jason joined B&N in 2022 and is the Florida Water and Wastewater Group Director. His 12 years of experience includes the detailed design of water and wastewater utility systems. This encompasses large diameter pipelines, wastewater force mains, gravity collection system design and rehabilitation, reclaimed water mains, water distribution piping, wastewater lift stations and water distribution pump stations. Prior to joining B&N Jason worked on many water reclamation projects for the City of Orlando, including pipeline design, pump station design and the downtown force main hydraulic modeling. He attended Purdue University where he received a Bachelor of Science in Civil Engineering and a Master of Science in Engineering Management.

ASHLEY WILLISTON, PE

Ashley joined B&N in 2015 and is a Project Manager in the Mentor office. Her 15 years of experience includes water and wastewater projects ranging from developing design plans, specifications, and cost estimates to development of Industrial Pretreatment Programs. She also excels at partnering with utilities to develop design plans, specifications, cost estimates, workshop facilitation and report writing. Ashley graduated from the University of Dayton with a Bachelor of Science in Civil & Environmental Engineering.

MATTHEW WILSON, PE, PTOE

Matthew joined B&N in 2022 and is the Phoenix Traffic Section Director. His experience consists of traffic studies and design for large-scale simulation modeling, traffic forecasting and capacity analyses, ITS design, traffic signal timing and design, signing and pavement marking design, maintenance of traffic and utility coordination. Matthew joined B&N after serving as the Deputy Director for the City of Phoenix Traffic Services Division and has demonstrated leadership on complex projects. He earned his Bachelor of Science in Civil Engineering from Sacramento State University and his Master of Science in Civil Engineering from Arizona State University.
