There are a number of options for funding and contracting wastewater collection system projects in the state of Texas. Funding options range from need-based grant programs like Community Development Block Grants (CDBG) to subsidized loan programs offered by the Texas Water Development Board (TWDB).  Contracting utility projects is no longer just design-bid-build; alternatives exist such as Design Build (D-B), Progressive Design-Build (P-D-B), Study-Design-Build (S-D-B), Construction Manager-at Risk (CMAR), and Best Value Bids.
