As part of the Florida Department of Transportation (FDOT) District 5 Continuing Services Safety Contract, with Landis Evans serving as the prime consultant, B&N led the development of the Central Florida Safety Strategic Plan (CFSSP) for FDOT District 5. The plan was designed to advance Target Zero by establishing clear one-year, three-year and five-year action steps that address both internal practices and external safety needs across the district. The CFSSP called for 21 action steps to be implemented when it was presented to Central Florida stakeholders in May 2024.
The CFSSP focused on building alignment, identifying actionable priorities, shaping internal and external safety culture and supporting sustained progress toward eliminating serious injuries and fatalities on the transportation system. Now in the implementation stage of the 21 Action Steps, B&N is tasked with facilitating the CFSSP Steering Committee quarterly meetings, monthly focus group meetings and assisting FDOT in hosting an annual Transportation Safety Summit with over 250 attendees. Annual updates for the 21 action steps are reported to the Steering Committee and at the Safety Summit.
B&N led a comprehensive planning process that emphasized collaboration, consensus building, and timely action. A unique seven-step approach was used to integrate dynamic internal and external stakeholder engagement with practical implementation strategies. The process was designed to move beyond planning to support meaningful, measurable safety improvements throughout the district.
B&N’s responsibilities include leading internal and external stakeholder interviews, facilitating community workshops and hosting listening sessions to inform the development of the CFSSP. These activities were intended to capture diverse perspectives, identify opportunities for improvement and align priorities across agencies and communities.
In addition to leading development of the Strategic Safety Plan, B&N supports FDOT District 5’s safety communication efforts by developing content for the quarterly Safety Central Newsletter. Working with the Landis Evans team, B&N conducts project research and develops content that highlights key projects and initiatives advancing the Safe System Approach as well as organizes and presents this information in a clear, consistent format for ongoing awareness and engagement.
