When Dallas County identified the need to close a critical gap between the Duck Creek Trail and the City of Garland’s eastern city limits, B&N was engaged to design a multimodal corridor that improves safety, access and connectivity along Rowlett Road. 

The Rowlett Road Multimodal Connection Project is a federally funded, 2.3-mile improvement that links regional trail infrastructure with local destinations while maintaining the function of a four-lane arterial roadway. The project supports Dallas County and the City of Garland in expanding safe bicycle and pedestrian travel options for pedestrians and bicyclists without reducing roadway performance. 

Balancing Mobility, Safety and Corridor Constraints 

B&N prepared plans and specifications and provided multidisciplinary engineering services to advance the project from concept through bid-ready design. The team coordinated roadway, traffic, bicycle, pedestrian and environmental considerations to deliver an integrated solution responsive to corridor constraints. 

Key elements of B&N’s work included: 

  • Multimodal Corridor Design 
    A two-way buffered cycle track, shared-use sidepaths, and continuous sidewalks were designed to accommodate bicyclists and pedestrians of all ages and abilities. The corridor transitions between 12-foot sidepaths and a buffered on-street cycle track based on right-of-way and operational needs. 
  • Roadway and Capacity Solutions 
    Between Broadway Boulevard and Roan Road, the outside eastbound lane was repurposed for the cycle track while a new eastbound lane was added in the median to preserve four-lane arterial capacity. 
  • Traffic Signal and Safety Enhancements 
    Signal modifications were designed at five intersections, including mast arm replacements, bicycle signal heads, updated pavement markings and signing relocations to support the new lane configuration and improve visibility and operations. 
  • Comprehensive Engineering Services 
    B&N’s scope included bicycle and pedestrian facility design, environmental Phase I and II ESA, drainage and pavement design, surveying, maintenance of traffic planning, RRFB design and traffic signal and pavement marking design. 

Advancing Construction and Community Impact 

Construction began in May 2025 and is approximately 70% complete as of June 2026, with a total construction cost of $11.6 million. The project is funded through a federal grant administered by TxDOT. 

Once complete, the corridor will improve regional connectivity, enhance safety for all users and support active transportation investment in Garland and Dallas County. By integrating multimodal facilities into an active arterial corridor, the project demonstrates how thoughtful design can expand access while preserving mobility.
