Burgess & Niple (B&N) is supporting the Level Up 31 project as part of the Indiana Department of Transportation’s (INDOT) first application of the Construction Manager/General Contractor (CMGC) delivery method. This alternative delivery approach allows for early contractor involvement during design development, providing constructability insight, improved cost control and enhanced coordination on a complex, high-traffic interchange.
Through the CMGC process, the project team is proactively managing risk, refining phasing strategies and optimizing construction sequencing to support efficient and successful delivery. B&N’s role as Technical Advisor includes coordinating directly with the designer and contractor throughout the preconstruction phase to develop a Guaranteed Maximum Price (GMP) for construction. B&N will continue advising the project through construction and is also providing construction inspection services.
The project reconfigures existing merge operations to simplify traffic movements within the corridor. Under the revised configuration, I-465 traffic becomes the primary movement, while northbound Meridian Street traffic merges into I-465. This change reduces the number of merge points, improves driver expectancy and enhances overall corridor operations for northbound traffic.
B&N provides comprehensive technical oversight across roadway design, hydraulics, bridge design, environmental permitting, maintenance of traffic and utility coordination to support coordinated project development and early risk mitigation. Independent cost estimating and early utility identification have been integral to improving cost certainty and informing design decisions.
