B&N led the development of a Comprehensive Safety Action Plan (CSAP) for Mayes County, Oklahoma, to address the rising number of fatal and serious crashes. As a subconsultant to Grand Gateway Economic Development/Olsson, B&N facilitated stakeholder meetings and public engagement workshops, conducted an existing conditions assessment using five years of data and developed a high-injury network methodology that met Safe Streets for All (SS4A) requirements. This methodology helped identify locations needing infrastructure improvements. B&N provided planning-level cost estimates and identified potential funding sources.
The project included hot-spot analysis and systemic risk assessments for over 1,100 miles of public roadways, screening more than 40 roadway and traffic characteristics to develop a High Injury Network (HIN). This was the first systemic analysis for both state and local highway systems in Oklahoma. The project included the development of three plans: Safe Routes to School (SRTS), a Bike/Ped Master Plan and the CSAP at the same time. Combining the plans provided efficiency by sharing data analysis and combining stakeholder efforts. The project aimed to improve community safety with the potential for additional funding to implement recommended safety projects.
