B&N managed a project for the development a comprehensive Asset Management Plan (AMP) and a Capacity, Management, Operation and Maintenance (CMOM) Plan for the City of Canton’s sanitary sewer collection system. B&N led CMOM development efforts, identifying procedural gaps and providing recommendations aligned with EPA guidance to enhance system performance, reduce sanitary sewer overflows (SSOs) and minimize basement backups.

Key components of the CMOM Plan include:

  • Optimized asset management and O&M strategies
  • An implementation schedule to guide program improvements
  • Development of a manhole inspection program, supported by thousands of inspections conducted between 2020 and 2022

B&N teamed with a subconsultant for the development of the AMP. The AMP involved building an asset inventory, evaluating system condition and criticality, defining levels of service and supporting the City in selecting a Computerized Maintenance Management System (CMMS). It also included life cycle cost planning and funding strategies to guide long-term investment decisions.

Additional services provided by B&N include:

  • Enhancements to GIS-based sewer maps
  • A flow monitoring plan
  • Standard Operating Procedures for a five-year inspection and cleaning cycle
  • Flow meter and rain gauge installation and data collection support (2021–2023)
  • Bid document preparation for Westside and Eastside interceptor sewer cleaning and inspection projects
  • Prioritization of PACP-rated sewers for rehabilitation and CIPP lining

B&N continues to support the City with CMOM and AMP updates and ongoing implementation, advancing the reliability, compliance and sustainability of the wastewater system.
