Florida’s Achieving Target Zero Policy sets a bold, performance-driven goal: eliminating all traffic fatalities and serious injuries across the state’s transportation system. Today, a critical question emerges: Now What? This panel convenes Florida Department of Transportation Safety Administrators and Traffic Safety Program Engineers from across the state to examine progress, challenges and the path forward. The discussion will provide a candid assessment of how the policy is translating into measurable safety outcomes.

Panelists will share district-level insights on the application of engineering solutions, targeted education campaigns and community engagement strategies, all guided by a data-driven approach to safety. The conversation will explore how performance is being evaluated, including reductions in fatalities and serious injuries, effectiveness of outreach and behavioral change efforts and the integration of safety into all phases of project delivery.

The session will highlight lessons learned, persistent challenges and opportunities to refine strategies using innovative technology, behavioral science and stronger partnerships. Attendees will gain a clearer understanding of where Florida stands today and what actions are needed next to move closer to Target Zero.

When opening one’s mind to disruptive innovation, Vision Zero is feasible and doable, particularly if it is partnered with the implementation of Complete Streets. Further, with the penetration rate of Advanced Driver Assisted Technology (ADAT) in vehicles rapidly increasing, safety and "free" capacity benefits may alter the way we design six- and eight-lane roadways (C3C and C4 context classifications), providing significant complete street designs on these larger highways.

This presentation focuses on how utilizing disruptive innovation through ADAT in association with Complete Streets and Vision Zero has collectively created a more holistic and lasting approach to corridor design. The result? Communities, and perhaps even the Florida Department of Transportation, embracing Complete Streets concepts for pedestrian and multi-modal environments, enhancing safety and a higher quality of life for everyone.

This presentation will demonstrate the principles of Disruptive Innovation, Vision Zero and Complete Streets and how they have evolved over the years in managing traffic safety in a real way, utilizing the S.A.M. approach—safety, accessibility and mobility—for all transportation users.
