Building a Better Capital Plan using the Business Case Evaluation (BCE) Process
A number of utilities around the country have been implementing the business case evaluation (BCE) process for upwards of 10 years. Seattle Public Utilities reported a decrease in capital spending of approximately $150 million (15 percent of their six-year CIP) after five years of implementation. Columbus Department of Public Utilities (DPU) reported a capital budget reduction of over $50 million after five years of BCE implementation, with an additional social and environmental value of over $30 million.
This presentation will provide a description of the BCE process, focusing on Columbus DPU’s process that was recognized in 2012 as a global leading practice by the Water Services Association of Australia. An in-depth BCE case study will be presented by B&N’s Kevin Campanella.
